Constructionline Gold vs Silver: Requirements, Documents, and How to Get Approved

A large housing association puts out a tender for refurbishment work. You've got the experience, the team, and the price. But the requirements say "Constructionline Gold or equivalent required." You're not registered. You can't even submit a bid.

This scenario plays out constantly in UK construction, particularly for public sector and social housing work. Constructionline membership is one of those things that seems optional until it isn't, and by then you've already missed the opportunity.

This guide covers what's actually required for Silver and Gold, and how to get through the process without unnecessary delays.

What Constructionline Is

Struggling to keep track of all this?

ComplianceVault organises your certificates, tracks renewals, and generates client-ready packs — so you can focus on the job.

Constructionline is a UK government-backed pre-qualification service for the construction industry. It assesses suppliers and contractors against a standardised set of criteria (health and safety, financial standing, insurance, environmental management) so that buyers don't have to repeat the same checks every time they procure work.

It's built on PAS 91, the British Standards Institution's framework for construction pre-qualification questionnaires. If a client uses PAS 91-compliant procurement (and most public sector bodies do), Constructionline membership means you've already passed their baseline checks.

Constructionline is now part of the Acclaim family and sits alongside SSIP assessments under the same umbrella.

Silver vs Gold: What's the Difference?

The two main tiers are Silver and Gold. The difference comes down to scope of assessment.

Silver Membership

Silver is the entry-level tier. It covers:

  • Company identity and legal standing: Business registration, company structure, director details
  • Financial assessment: Based on your filed accounts (Companies House data or submitted management accounts)
  • Insurance verification: Employers' liability, public liability, and professional indemnity (if applicable)
  • Basic health and safety: A signed declaration and basic policy documentation
  • Equal opportunities and anti-bribery policies

Silver gets you onto buyer search results and satisfies the baseline PAS 91 questions. For many smaller contracts and private sector clients, Silver is sufficient.

Gold Membership

Gold includes everything in Silver, plus a full third-party health and safety assessment conducted by a qualified assessor. This covers:

  • Health and safety policy: Must be signed, dated, and specific to your business (not a generic template)
  • Risk assessment and method statement procedures: Evidence you produce and review RAMS properly
  • Training records and competence management: Including CSCS cards, trade qualifications, and CPD
  • Accident and incident reporting procedures: RIDDOR compliance
  • Workplace inspections and monitoring
  • Subcontractor management: How you vet and manage your supply chain
  • Environmental policy: Waste management, pollution prevention, sustainability commitments
  • Quality management procedures

Gold membership also gives you SSIP certification as part of the assessment. This means you won't need a separate SSIP assessment from another scheme — Constructionline Gold covers it.

Documentation You'll Need

A practical checklist of what to prepare before you start your application:

For Silver: - Company registration details (Companies House number, VAT number) - Filed accounts or management accounts (last 2-3 years) - **Employers' liability insurance** certificate (minimum £5 million, or £10 million for many buyers) - **Public liability insurance** certificate - Professional indemnity insurance (if you provide design services) - Equal opportunities policy - Anti-bribery and corruption policy - Modern slavery statement (if turnover exceeds £36 million) - Key personnel details (directors, company secretary)

Additional for Gold: - **Health and safety policy** (signed and dated by senior management) - Risk assessment examples (site-specific, not generic) - Method statement examples - Training matrix and records - CSCS card records for site operatives - Accident/incident log and RIDDOR reporting procedure - Site inspection records or checklists - Subcontractor vetting procedure - **Environmental policy** (waste management, COSHH procedures) - Quality management policy or ISO 9001 certificate (helpful but not mandatory)

The Verification Process and Timeline

Silver

Silver verification is largely desk-based. Once you submit your application and documents, the Constructionline team reviews them against PAS 91 criteria. Expect:

  • Processing time: 5-10 working days for a complete application
  • Common delays: Missing insurance certificates, unsigned policies, outdated accounts

Gold

Gold requires a full assessment by a qualified health and safety assessor. This can be done remotely or on-site. Expect:

  • Processing time: 3-6 weeks from application to certification
  • Assessment: 1-2 hours with an assessor reviewing your documentation and management systems
  • Common delays: Incomplete RAMS, missing training records, generic policies that don't reflect your actual operations

If your documentation isn't up to scratch, the assessor will issue non-conformances that you'll need to close out before certification is granted. This can add weeks to the process.

How Constructionline Relates to SSIP

The Safety Schemes in Procurement (SSIP) umbrella recognises multiple assessment bodies — CHAS, SafeContractor, Acclaim, SMAS, and others. Constructionline Gold is assessed by Acclaim, which is an SSIP member scheme.

This means a Constructionline Gold certificate satisfies SSIP requirements without you needing to pay for a separate SSIP scheme. If a tender asks for "SSIP certification or equivalent," your Gold membership covers it.

However, if you only have Silver, you'll still need a separate SSIP assessment from one of the recognised schemes.

Costs

Constructionline pricing is based on your company turnover:

  • Silver: Typically £200-£500 per year depending on turnover band
  • Gold: Typically £400-£900 per year depending on turnover band

These are annual subscriptions. You'll need to maintain your documentation throughout the year, not just at renewal time.

Benefits Beyond Ticking a Box

Constructionline membership isn't just about getting past procurement hurdles. It also:

  • Opens public sector doors: Many local authorities, NHS trusts, and government departments use Constructionline as their default pre-qualification system
  • Reduces duplication: Instead of filling in a different PQQ for every tender, your Constructionline profile holds your verified data
  • Demonstrates credibility: Particularly for smaller contractors bidding against larger competitors, Gold membership shows you take compliance seriously
  • Flags issues early: The assessment process often highlights gaps in your documentation that could cause problems on an HSE inspection

Common Documentation Gaps That Delay Applications

Having reviewed hundreds of applications, these are the issues that come up repeatedly:

  • Generic health and safety policies: If your policy reads like it could apply to any business in any sector, it will be flagged. It must reference your specific activities, risks, and organisational structure.
  • Expired insurance certificates: Submitting a certificate that expires next month will cause problems. Renew first.
  • No evidence of risk assessment reviews: Assessors want to see that you review and update your risk assessments, not just that you created them once.
  • Missing training records: You say your team is competent, but where's the proof? CSCS cards, toolbox talk records, and training certificates all matter.
  • No subcontractor management process: If you use subcontractors (and most contractors do), you need a documented process for vetting them.

If you're preparing for a Constructionline application, getting your documentation organised and version-controlled before you start will save you weeks of back-and-forth. ComplianceVault's document management tools can help you identify what's missing and keep everything audit-ready, so your application goes through first time.

Summary

  • Constructionline Silver covers financial and basic compliance checks; Gold adds a full health and safety assessment and includes SSIP certification.
  • Gold membership satisfies SSIP requirements, saving you the cost of a separate scheme like CHAS or SafeContractor.
  • Prepare your documentation thoroughly before applying — generic policies, expired insurance, and missing training records are the most common reasons for delays.
  • Constructionline is built on PAS 91 and is widely used by public sector buyers, making it essential if you bid for government, council, or housing association work.
  • Budget for annual renewal costs of £200-£900 depending on your tier and turnover.
